환경 파괴의 원인이 되는 배기가스, 쓰레기 등등 물질의 양에 따라 강제적으로 세금을 메기가 그에 따른 피해가 있는 지역과 사람들을 지원해야 한다.

결국 우리에게도 다가올 재앙이니 말이다.
